The import version has been out since July with the only taste of the fun that N.America has gotten was pirating a copy of the Japanese demo. Ahem... here. The retail version of the Japanese game is NOT region-locked so you can buy the game from an import site, such as Play-Asia.com and buy it legally for the console of your choice as the game (much like the demo) has full English menus and voice acting. Why SEGA has postponed the N.America release early 2013 is a mystery all on it's own.
Anarchy Reigns, also known as Max Anarchy in Japan, is the creation of the talented minds at Platinum Games, known for creating titles for SEGA such as Bayonetta, Vanquish, and MadWorld.
Anarchy Reigns is the unofficial sequel of sorts to MadWorld as it stars Jack Cayman (lead protagonist of that game) and revisits a lot of the same characters and environments from that title. On top of that, the game features multiplayer, supporting up to 16 players in Vs. matches at one time in a variety of crazy match types.
I haven't had my hands on the game since the demo a few months back so I know my impressions are pretty dated now that the actual finished product has dropped.
